ISSNs And Outs

Sometime in the past couple years, after reading some information about the compatibility of weblogs and ISSNs (International Standard Serial Numbers), I applied to obtain one for Portland Communique.

As can be seen from the information in the footer at the site in question, I indeed was assigned an ISSN for that publication.

But for some peculiar reason, as I discovered today, none of the online ISSN search engines I found — including one from the Online Computer Library Center — produces any results when searching for that ISSN.

However, an ISSN Portal search does properly call up the relevant record.

Any librarians out there want to help me determine why, if the appropriate and official domestic entity responsible for assigning ISSNs granted one for Portland Communique, and the international site for ISSNs has it in their database, it nonetheless apparently appears to be considered non-existant by everyone else?
